JULIE Is Illinois’ FREE Notification System To Prevent Underground Utility Damages

Across the country, every few minutes an underground utility line is damaged because someone decided to dig without knowing where those lines were buried. JULIE…which stands for Joint Utility Locating Information for Excavators…is a not-for-profit organization that acts as the communication source to notify utility companies that someone is planning a project that requires digging. Utility companies or their representatives will then come out and mark where their underground utility lines are located before anyone ever puts a shovel in the ground.

For the past 50 years, JULIE has made safe digging a priority so the services that are critical to our communities…like electricity, natural gas, water, communications, Internet, and more… flow uninterrupted. And the residents of Illinois are protected.

Whether you’re planting, building, adding, or fixing anything outdoors, all you have to do is to contact JULIE before you dig. The service is FREE and available 24 hours a day, 365 days a year.

History

In the early 1970s, four major Illinois utility companies realized that when burying their own facilities, they were inadvertently damaging the lines of other companies.   In August 1974, Illinois Bell Telephone, Natural Gas Pipeline, Northern Illinois Gas and Commonwealth Edison founded JULIE as a means of preventing injuries and reducing damages to underground facilities.  JULIE began operations in Will County and expanded its coverage in December 1980 to include all of Illinois with the exception of the City of Chicago. In1992, we built our state-of-the-art facility at our current location serving as a model for similar organizations across the nation.

In 1976, the JULIE system was accepted by the Illinois Commerce Commission as compliance with the one-call notification section of General Order 185.  The Illinois General Assembly enacted the Illinois Underground Utility Facilities Damage Prevention Act on January 1, 1991 with changes to the Act in 2002, 2003, 2004, 2006 and 2009.

JULIE is located at 3275 Executive Drive in Joliet, IL, approximately 30 miles southwest of Chicago. Our call center includes operator stations equipped with the latest technology. Two conference rooms and a state-of-the-art training room are available to JULIE members.  Take a virtual tour.

Hours of Operation
JULIE’s Call Center Agents process locate requests 24 hours a day, 365 days per year. To submit a locate request, call either 8-1-1 or 800-892-0123. A convenient online, self-service option called E-Request is also available. There is no cost for this service.

JULIE’s administration offices are open Monday through Friday from 8am to 4pm.
